One of AI ethics' comfort phrases; but it can mean real oversight or its illusion. In many cases, telling them apart takes deep technical knowledge most of the room has no access to. AI researchers are, in a sense, the real humans in the loop: we build the algorithms, datasets, benchmarks... Shouldn't we also be in the AI ethics loop?

Which Humans? Rethinking "Human in the Loop" from the Outside In

 

Human in the loop" has become one of AI ethics' most reassuring phrases — but reassurance is not the same as oversight. In this talk, Looi Teck Kheong draws on decades of leadership across law, diplomacy, finance, and ASEAN policymaking to ask the harder question: which humans, with what competence, and accountable to whom?
 

From treaty negotiation to capital markets regulation, the world has solved versions of this problem before — getting sovereign actors with conflicting interests to accept verifiable constraints. AI safety needs that same discipline. Looi argues that a Universal AI Safety Framework will only hold if it is built bottom-up, co-created with the Global South and diverse legal traditions rather than delivered to them — and that "responsible AI" must graduate from a comfort phrase to a licence to operate.
